[Users] Fill paragraph

Hi,

I like using the Auto-Wrapping setting in the message editor, but I'm
having difficulty with keeping a consistent line length if I go back and
edit something.

Is there a function that will re-wrap the all lines in a paragraph, so that
if you have a short line after editing the beginning of the paragraph it
will be combined with the subsequent line and then wrapped at the correct
column? In Emacs, this would be the "fill-paragraph" function.
