[Users] saving filters

I made a simple filter rule to select by From and move incoming
messages from Inbox to the new folder I had just made. I created it,
added it to the filter list in the  bottom box and thought I was done.
So I exited the filter creation dialogue, only to get a warning that I
had not saved the changes. So I canceled the exit and went back to the
previous bit, expecting to see a Save button that I had neglected to
click. Nope. No such button. So what do I need to do to save the newly
created filter?

I can confirm that trying to filter all messages with the new (only)
rule does not make any change that I can see. Not the one that I want
anyway.
