I think that you are missing the fundamentals:

1. The developers of CM do whatever they want to do. It's their spare
time, it's their interest, it's their choice... As far as I know (I'm
only a satisfied user) they are not being paid.
2. You can always stay at the version that will be the last CM-gtk2
with a flatpak, appimage or even a small vm like suse which still
use gtk2.
3. Alternatively, you could fork the project and make a CM-gtk2.
