It builds fine without the flag and fails with it, so... :-)

It's also reproducible here (Debian testing), and while it can be also my
system has a problem, I think it's because the dependencies on the
rssyl/test/Makefile.am are not fully correct, though my poor attempts to fix it
have failed miserably so far.

Reopening just in case some enlightened mind can provide some help with this.
