Back in my gnome-2 days, they used the gnome-settings-daemon to manage / update themes. Dunno if that's working the same today. Anyway, usually a gtk compatible desktop environment (like Gnome, KDE) have to be installed to make it work. (I could install g.s.d. separately back then but had to launch it from some custom session script / service)
