I believe this is related to bug 3993, which was marked fixed in April 2018,
but is still causing problems for me.  I had an IMAP outlook.office365.com
account, which I had disabled automatic mail checking on.  When I click "check
mail", that account is not checked.  However, on starting claws-mail, that
account is checked.  Other disabled accounts are not checked on startup.

Deleting my post-processing rule fixed the problem (even though my
post-processing rule is for a different gmail account, not the outlook
account).  Unchecking the post-processing rule did not suffice.

*To reproduce:* 1) Add a post-processing rule
2) Restart claws-mail

*Expected behavior:* claws-mail should only check for mail on accounts for
which 'Get mail' is checked.

*Actual behavior:* claws-mail checked for mail on a disabled account
