[Users] Dropping the .com from the to address

I'm running 3.17.7git22 and composed an email and typed an address in
the To: line personsaddress at gmail.com and when I looked in the sent
folder, it only had persons address at gmail I thought that I had just
forgotten the .com and composed the email again.  Did the same thing.
The last time I tried it, I put persons name <personsaddress at gmail.com>
and it kept the .com.

What can I do to help find this bug?
