For me: Yep.

It also happens with default adwaita theme and it doesn't matter which
style I choose (Icons, Text, Text below/next to icons). Neither the
setting in Claws nor system-wide in the xfce-settings-manager.

Debug output only gives
toolbar.c:774:read Toolbar Configuration from toolbar_main.xml


And just today I noticed that with Adwaita-Theme I get a long sequence
of

whenever I hover into the CM window (not the toolbar). But this wasn't
there before and I'm pretty sure, it's unrelated. I tried to debug the
toolbar-issue before, going through it with gdb but couldn't really
make sense of it.
