Hi,

16.04 is the last Ubuntu release providing claws-mail-fancy-plugin,
https://packages.ubuntu.com/xenial/claws-mail-fancy-plugin .

The last Ubuntu release providing libwebkitgtk is 18.04
https://packages.ubuntu.com/bionic/libwebkitgtk-1.0-0 .

The repositories for 19.10 neither provide claws-mail-fancy-plugin, nor
the libwebkitgtk dependency. The reason is, that webkitgtk was
discontinued by upstream and that it suffers from critical security
flaws.

No you can't use it, since the dependency tree is completely broken.
For example libwebkitgtk isn't available at all, but even if it would
be available, libwebkitgtk from the 16.04 repositories is e.g. compiled
against libgcc1 6.0.1, but the repositories for 19.10 provide libgcc1
9.2.1. As a point of reference for possible backwards-compatibility see
