[Users] Open Email Message Source File from Command-Line

For 3.17.4 Windows Port:

I know this is an old issue, but I just want an update.

I can not open a saved message source file (extension does not matter as long
as contents is valid) from the command-line by passing the file to
claws-mail.exe, and as a result file association (such as .eml) and 'Open with'
will not work.

I just want to double check that I am not over looking anything, and that this
feature still has not been implemented.
