Funnily, in lxqt this is actually the result of them trying to fix a different
issue with claws-mail - see https://github.com/lxqt/lxqt-panel/pull/1428 and
the linked issues there.

So either them merging that PR or you merging the delay patch to claws-mail
would close this issue. As far as I'm concerned, actually both should be done
:-).
