The fancy plugin depends on the discontinued vulnerable libwebkitgtk.
The dependency is not available for Ubuntu releases > 18.04 LTS.

You could install https://packages.ubuntu.com/bionic/libwebkitgtk-1.0-0
and https://packages.ubuntu.com/bionic/libwebkitgtk-dev but be aware
that 16.04 LTS was the last release providing 
https://packages.ubuntu.com/xenial/claws-mail-fancy-plugin for good
reasons. I don't know why libwebkit wasn't dropped, too.

Don't build it!
