If you're looking at the code you might have followed it through to your
answer.

What you need to do is this:

Right-click the top-level mailbox folder, select 'Properties'.
On the 'General' page of the Properties, uncheck 'Scan for new mail' and
check its 'Apply to sub-folders' box on its right. Then click 'Apply'.

Then when creating a new folder, check the box to 'Inherit properties...'
