I have Claws-mail 3.17.4 installed and this bug is listed in the changelog.
However, the issue persists:

I tried setting SOCKS proxy by different means:
* Main panel -> Settings -> Proxy
* System settings -> Proxy (dconf key /system/proxy/socks)
* `http_proxy` environment variable
None of these had any observable effect. Sending mail is still blocked by
firewall and receiving continues to work even if I stop my proxy tunnel.

I'm of the impression that this bug is not fixed.
