I could be wrong, but I suspect you have the time conversion backwards.
14:00GMT is 09:00EST, I think, so without a TZID, I think GMT is
being assumed, and converted to EST, which I'm guessing is what you
have your machine set to.
As far as I can tell, this is wrong for "floating" times, which, as I
understand it, should just display the time as given, as if it were in
your local timezone.
