On a German keyboard it is "Right Alt", aka "alt Gr" and "E".
"²" is "Alt Gr+2", "½" is "Alt Gr+5".
All of this makes sense :).
Actually I have got no idea how to get "≠" without "Shift+Ctrl+U".
