When a thread is 'watched' all subsequent replies get the 'watched' flag.

Your filter rule sets the 'ignore' flag and therefore sets the msg as read.
Then the thread's 'watched' flag get set for this read message as it is part
of the 'watched 'thread.

There is no bug. Try replacing 'and' with 'or' in those first 2 rules.
