That would be less clunky than what I did.  I stumbled across Actions
in the manual.  So, I defined an action called ExtEdit which was
defined as:
 emacs %f

I invoked that action on the message I had sent to the bug system
(which predictably bounced, as it was the wrong format).  And up popped
emacs with the sent message.  Claws had prepended a bunch of header
stuff to the top of the file.  So, I deleted all of this prepended
information, saved the file, and clicked send.

I got an acknowledgement from bugs.devuan.org, so what I did worked.

What is that Perl acronym?  TIMTOWTDI?  Or something like that.
