[Users] Manually submitting mail (bug report from disconnected computer)

I generated a bug report on some Devuan package on a computer which has
very limited Internet access.  And when the reporting program failed to
be able to send the message, it could save the file to /tmp.  And I
then used scp to copy it to a computer which does have SMTP access
rights.

Is there a way to send that "file" as a mail message from claws?
