[Users] libetpan now uses pkg-config

Although the latest update to libetpan (released today) only
increments the tertiary version number (1.9.3 -> 1.9.4), the package
has switched to pkg-config as its configuration mechanism, which
means that if claws is to detect it, it will need to update the
configure.ac file.

I'm not really experienced at writing these rules, or I would submit
a patch. If anyone has a patch for me to try, I'll happily test it.
