[Users] Python Plugin

Hello!

I tried to use the python plugin in Claws mail 3.17.3 in ArchLinux, but
I can't find it in the official package.

I tried to compile locally and found that configure.ac looks for
libpython3.7.so, but what I have is libpython3.so. Maybe that's why is
not built in the official package?

Am I missing something here?
