That's not what they mean.  It means  type in the command to start CM in the 
command window eg

 C:\>"C:\Program Files (x86)\Claws Mail\claws-mail.exe" 

which should start the GUI as usual, but if CM writes any error/info messages
out they should be in the terminal window.
