The Win32 port of Claws Mail uses gnutls as its SSL library, and
according to my quick look gnutls has supported TLS 1.3 since version
3.6.5, or to be more precise it has been enabled by default since that
version.

I don't know for sure the gnutls version in CM for Win32, but it may be
in the ML archives or you may get a reply from Andrej Kacian to confirm
what happens during the transactions to your MTA and whether gnutls
will automatically use TLS 1.3 if the server advertises it.
