[Users] Sending options

I have tried to configure Claws Mail version 3.17.3 for Windows to send
using UTF-8 encoding and transfer encoding 8-bit as shown in the
attached pic. However, claws-mail insists on sending using:

Content-Type: text/plain; charset=US-ASCII
Content-Transfer-Encoding: 7bit

Is this considered normal or am I doing something incorrectly?
