[Users] managesieve plug in problem

I’m using a similar setup (dovecot + sieve) and I didn’t perceive such behavior.

I would suggest you create a new user on your server for testing purposes to see if you can reproduce that problem. My gut feeling is that it was caused by accident by some manual administrative task.
