I might have missed if someone already asked this in the thread, but
have you tried executing the command for manual import like the error
message suggested in your original message? That, with adding --verbose
or even --debug-all parameter might help uncover what exactly is wrong
with your GPG configuration.

If that does not lead anywhere, I suggest you ask on GnuPG mailing
lists.
