That kindda tool is named a Looking Glass, it is run by most of the big
networks to allow people to run some tests without asking their Noc ;)

Well, they do confirm my analysis at the very least ;) 
Gobul -> Fobul -> NTT -> L3 -> Online

Most probably an equipment configured with a non-routed address that is
filtered. So, you received no replies (hence the *), and traceroute has to
wait for the timeout (3 times - 3 *) before continuing...
