Yup, not really a surprise...

Traceroute from Online to Gobul goes thru :
 - AS12876 - ONLINE
 - Ams-IX (IP 80.249.209.32)
 - AS2914 - NTT (IP 83.217.227.5 and 83.217.227.2) 
 - AS42459 - FOBUL (IP 212.45.65.238)
 - AS41017 - GOBULNET (IP 95.169.192.3)

I don't give details of the path in Online, I don't think it's relevant.

George's path from (I guess) some Gobul-managed IP goes thry 
Level3 via Frankfurt and then Paris.
Gobul seems to be getting upstream connectivity via AS42459 (FOBUL) (Does
every Internet related company has to end its name with "obul" in
Bulgaria ? ;)
And Fobul is getting transit from :
 - AS2914 (NTT)
 - AS3257 (GTT)
 - AS25076 (ISTARLINK) - though I have some doubt for this one.

A traceroute from NTT Bulgaria (Sofia) gives :

But 212.3.235.198 appears to be associated with Level3... So, traffic from
GTT or NTT goes to Level3, then to Online via a PNI... 

Definitely, we have some traffic assymetry going on... and a multi-hop AS
paths, which makes it globally difficult to fully diagnose, and even more
difficult to have it fixed as the three big networks involved (L3, GTT, NTT
- and Online) are not very likely to spend much time on that :( 

And worse, we still don't know if the problem is the forward or the reverse
path... And we are lacking all the beginning of George's path...
