This seems to be a limitation of GTK+2. In other applications pressing Ctrl+1
or Ctrl+Numpad1 generates the same shortcut "Ctrl+1", so I don't think this is
fixable without rewriting the GtkAccelerator widget and probably a some other
things which are parsing shorcuts strings.
