The default, for multipart messages, is text view.
That can be changed in Configuration/Message view/Text options
Toggle the box for "Select the HTML part of multipart messages"
and apply the change.
"chromium %p&" should now perform as you desire
( you really do not need to use "&", I tested on this system using
"nightly %p" and it worked without issue.)
