Did you try entering `/usr/bin/qubes-gpg-client-wrapper` in the 'Path
to GnuPG executable' option?

(I think that this option might not be in the old version of
claws-mail (3.11.1) which you are using, which was released more than
3 years ago. You really should upgrade!!)
