Not really. You have the Actions feature for things like this.
/Configuration/Actions
Just create a 'shell command' type of Action, with

Menu Name: Open with/kate
Command: kate -n %f&

To use it go to /Tools/Actions/Open with/kate
You can assign a hotkey combo to it if you want.
