For the bugged behaviour described here there is a workaround – although it
involves some extra work: just move whatever message (any message) from the
actual folder to a different folder (any folder) and then put it back => now
the attachment icon stays there permanently even after Claws Mail restart.

I was forced to do that for all of my folders (and there are a lot) when I
switched to Claws Mail and had to import all my messages and folders structure
from Sylpheed.

BTW this bug affects also the PGP signature icon.
