I forgot to mention that the links are for zesty, but on top of the
Ubuntu package search websites it's possible to click [artful], if
related packages should be available.

So for the first link there are results, use Ctrl+F of your browser and
search for "fan".

For the second link there simply is no [artful] available you could
click.
