The KDE/System settings seem fine, see:

Black background - white test for Tool Tip

However, whilst Claws seems to be doing the white text for the tool tip
(difficult to see), there is no black background. Seems the tool tip
background colour from KDE/System is being overwritten with the same
colour as the tool tip text. making it impossible to read any tool tips:
