[Users] add processing rule not found in pre-processing or post-processing?

I believe those would be the processing rules of the current folder at
the time you triggered that menu; You can also access them by
right-clicking on said folder then "Processing..."

(As far as moving them to pre-/post-processing, I don't think there's
a way to move them.)
