[Users] can additional destination fields default to Cc: instead of To: ?

Yes. Just select Cc: _before_ starting to enter the address you want as
Cc:, Bcc:, etc,  When you then type the address, current & subsequent
fields will be what you selected...  By changing the first field before
typing anything, they can all be Cc:
