In default configuration the notification plugin notifies about new mail in
draft folders every time you compose a message, for example, it changes tray
icon to the  "new mail" icon. While technically it is a new mail, is not what
usually people wants to be notified about.

The proposal is that folders of type "Draft" (and probably their children)
should be excluded by default when per-folder notification is not enabled.
