[Users] Only include selected folders...

Hi devs,

Being curious about this option in Prefs->Notification:

 [ ]  Set window manager urgency hint when {new,unread} messages exist

I turned one (new) on.  Initially, this seemed like a good thing; but
then noticed the "hint" was always there.  From my initial testing, it
appears that the hint does not respect the "Only include selected
folders..." option of SysTrayIcon.

Wouldn't it make more sense to move the folder selection to the
Notification level and have the "hints" options and SysTrayIcon share
that information?
