But actually it is the best place. Other claims are plain wrong.

To horizontally scroll through websites etc. you should use the wheel,
just sometimes it makes sense to use a scroll bar, then it makes sense
to place the scroll bar at a common place. Note, lot of applications
auto-hide even needed scroll bars, so it's good to know where
scrollbars usually are located, instead of the need to search the
scroll bar.
