[Users] Missing quotes

After needing to re-install CM due to a hard drive problem, quoted strings in
messages are being replaced by ellipses  [...] .

I've gone through the configuration menus but haven't found anything
applicable.  

Any suggestions on what to look for or how to correct this behavior?
