I installed 3.13.1-2 on Windows 10 in a completely fresh install on a
new laptop. It shows locale as en_GB with charset iso-8859-1.

The main toolbar says Wastebin, tooltip says Move Message to Wastebin.
I have not edited anything in the toolbars since installing Claws.

Odd...
