That is something wrong with your KDE configuration - perhaps it's
trying to launch a browser program that doesn't exist. It's outside of
control of Claws Mail, "kioexec" is a KDE helper program used to launch
new programs, or execute commands.

What you can try is to disable "Use system defaults when possible" in
Claws Mail preferences ("External programs" page), and use something
like

firefox '%s'

in "Web browser" entry. Claws Mail will then try to launch the
configured command itself, without handing it off to KDE.
