Well I think the "missing" dll may be a red herring.  When I installed it, it
installed to c:\program files (x86)\claws mail where older versions installed
to c:\program files (x86)\gnu\claws mail (notice GNU in there).  If I move the
new claws mail folder to be under the GNU folder, things work as expected (ie
no error dialog)
