I am using a BETA version of claws-mail, version 3.14.0-39-g986e6f-dirty on a
Windows 10 PRO amd 64 machine. However, this seems to apply to all versions of
claws-mail.

I work for a municipality. Quite often I have to forward emails onto
associates, usually using the "forward as attachment" option. This works fine.
If I select multiple emails, they are all sent bundled into one email. Again,
exactly what I intended. The problem starts if I try to create an "ACTION"
command using the "forward as attachment" option. In that case, each email, if
multiple emails are selected, is forwarded separately. That is inconsistent
with the normal operation of "claws-mail". I was going to file a BUG report
regarding this; however, I thought I would check to see if it was actually a
BUG or the designed behavior. If it is by design, then why? I believe it should
work consistently.
