Were they able to point to a particular commit or change in GTK that fixes this
issue in GTK 3.20.2 or 3.21.x ? Perhaps the fix could be backported to GTK2.
Then again, since I do not have access to Windows 10, it would have to be done
by someone else.

Claws Mail does indeed not work with GTK3, and that is unlikely to change in
the near future. I am however looking into the possibility to simply use native
Windows file selection dialogs instead of the GTK one. That would side-step
this issue completely.
