[Users] {Bug 3630] Ubuntu PPA very much out of date

I agree with the OP.

When as a Linux Mint user I first found CM I was encouraged by a regular 
contributor to this Board to install a ppa, the inference being that 
thereafter CM would be kept up to date.

I am still on 3.11.1.

No doubt some users will suggest that I should install updates myself. I 
would if I knew how - but where is the 'Sticky' explaining the process? 
I did think that it was for CM to release updates to Ubuntu (etc) to put 
in their repositories?

So please, please, either update the ppa or provide some comprehensive 
instructions!
