[Users] Use of message reply template

I'm looking at the message reply template and wondering how to
eliminate multiple mailing list footers.

I looked at choosing a string of text and replacing it with user
defined text, which would be either empty or the space key.
But when I look at a mail with 8 repeats of the footer, there are
multiple quote marks inserted with every repeat.

Has anyone solved this problem?
