Managesieve plugin is being included in Windows version from the very moment it
was added to Claws Mail, last I checked.

Rest of the plugins is not currently supported on Windows, often because their
dependencies can't be easily compiled for Windows, and I did not yet get around
to achieving that (priorities, limited time). Given time, this will hopefully
be done.
