[Users] Libetpan check fails during ./autogen.sh on Fedora 23

For some reason the checks for libetpan (which is version 1.6 on F23)
is failing.

Running the checks by hand gives this:

[bdm at peterson claws]$ libetpan-config --version
1.6
[bdm at peterson claws]$ libetpan-config --version | grep -v ^0
1.6
[bdm at peterson claws]$ libetpan-config --version | sed "s/\.//g" | sed "s/-.*$//"
16

Not quite sure what is happening but maybe it's expecting 1.60 or 1.6.0?

Would be nice to get a quick fix ;-)
